Joint Civil Society Monitoring Forum: Monitoring the antiretroviral rollout

The Joint Civil Society Monitoring Forum (JCSMF), an ad-hoc body, was formed in June 2004 and is made up of several leading civil society and private sector organisations. The JCSMF is dedicated to monitoring the implementation of the Operational Plan. 

The Joint Civil Society Monitoring Forum (JCSMF), an ad-hoc body, was formed in June 2004 and is made up of several leading civil society and private sector organisations. The JCSMF is dedicated to monitoring the implementation of the Operational Plan. 

The JSCMF has publicly issued several reports containing resolutions and recommendations for improving the pace and manner of the Operational Plan's implementation. Each JCSMF meeting is theme based. So far it has focused on the availability of treatment in 8 provinces in addition to paying attention to inter alia the following issues: nutrition, paediatric access, budget and resource allocation, private sector provision of treatment, donor funded treatment programmes, scaling up access to counselling and testing services.It collects data and information through its members who in their day-to-day work collect such data. Through such monitoring, members of the JCSMF have been able to campaign, lobby and litigate on certain issues affecting the implementation of the programme.
