Provincial Manager - Western Cape Vacancy

The Treatment Action Campaign (TAC) engages in monitoring, advocacy and access to quality comprehensive prevention, treatment, care and support services to live a healthy life. 
Main Purpose of the Job:
The main purpose of the Provincial Manager: Western Cape is to;
1.   Provide oversight and support to the District Organisers and Provincial Trainers
2.   Ensure that information/issues from the branches is communicated to the Provincial Office Bearers / Provincial Council, National Management, NOBs, National Council, Board, partners and donors.
3.   Oversee and enable TAC’s resources (members and funds) in the districts to be used effectively to bring about progress through building strengthened and more sustainable membership in order to influence communities, external stakeholders and government.
KRA1:  Overall strategic leadership and management to all TAC’s work across the province
§  Develop strategic plans and work-plans that are followed across the province.
§  Ensure that strategic plans are aligned to national priorities.
§  Engage with Provincial Office Bearers and council to ensure that they are well informed, and adequately supported, and there is good understanding of relative roles and responsibilities.
§  Drive stronger demand for appropriate services in communities, and improvements in government policy and implementation at all levels.
KRA2: Represent TAC (internally and externally)
§  Effective engagement with provincial government and develop effective relationships with relevant government officials.
§  Establish effective partnerships with civil society groups and researchers.
§  Engage with potential and existing funders in conjunction with national office.
§  Effective representation of TAC provincial issues to TAC National Office.
KRA3: Staff Management
§  To ensure high levels of performance management for all TAC staff in the province
§  To ensure that HR policies and procedures regarding areas such as; recruitment, induction, leave management, career development, discipline and custodian of HR and National Office policies and procedures.
§  Appropriate action is taken to promote wellness, build effective teams, and deal with poor performance and misconduct.
§  Ensuring provincial staff get regular feedback on their work performance.
§  Timeous submission of biannual performance appraisals.
KRA4: Financial management
§  To ensure that TAC is making good use of funds available to the province
§  Develop a pprovincial budget.
§  Ensure that spend is within the budget and report against it (working through Finance and Administration Officer).
§  Ensure that financial procedures are adhered to.
§  Conduct financial risk analysis developed and put mitigation measures in place.
KRA5: Resource Mobilisation
§  In collaboration with the Resource Mobilisation Office/Donor Liaison and Compliance Manager, ensure good relations and compliance with donors
§  Utilising grants that are viable & beneficial – supporting and enhancing the work of the province.
§  Ensure that information, reporting and communication is compliant and accurate.
§  Calls for special information and engagement in relations to RM is acted upon and timeously responded to.
§  New contacts and opportunities is communicated to donor and resource mobilisation department.
KRA6: Monitoring and Evaluation
§  To ensure that appropriate collection, capture, analysis, and sharing of information (including reflection and learning) occurs in relation to TAC’s work across the province.
§  Matric Certificate
§  A qualification in project management and/or business management.
§  A minimum of 5 years’ experience in middle management.
§  Experience in an NGO and preferably in a membership-based organisation.
§  Staff management experience.
§  Working knowledge and experience in formulating budgets and finance.
§  Working knowledge of HR Best Practises.
§  Experience in advocacy work would be advantageous.
